District of Columbia

• Affordable multifamily buildings where at least 50% of units are occupied by low-income households can receive rebates to cover 100% costs up to $30,000 per unit.

Georgia

• Single-family homes and multifamily units can receive rebates depending on income level:
  • Less than 80% AMI (98% costs up to $16,000)
  • Greater than or equal to 80% AMI (50% costs up to $4,000)

• Launched in November 2024.
• Program is available statewide.

• Households can receive rebates depending on income level: 
  • Less than 80% AMI (100% costs up to $18,000)
  • Greater than or equal to 80% AMI (50% costs up to $4,000)
• Multifamily buildings can receive rebates that cover 100% of project costs up to $16,000 per unit. 

• Launched in May 2025.
• Program is available statewide.
• No-cost energy audits are available for eligible households. 

Michigan

• Low- and moderate-income households can receive rebates depending on income level: 
  • Less than 80% AMI (100% costs up to $20,000)
  • Between 80 and 150% AMI (up to $4,000 per single-family household and up to $8,000 per multifamily unit)

• Launched in October 2024.
• Program is available statewide.
• Program funding is distributed by formula across 10 districts based on the proportion of low-income residents and energy burden.

• New York City Housing Preservation Department multifamily buildings can receive rebates to cover up to $20,000 per unit, up to $5 million per project for projects that reduce energy use by at least 35%.  

• Administered through the Resilient and Equitable Decarbonization Initiative (REDi) in partnership with New York City Housing Preservation and Development.

• Single-family homes can receive rebates depending on income level:
  • Less than 80% AMI (100% costs up to $16,000)
  • Between 80 and 150% AMI (50% costs up to $4,000)

• Launched in January 2025.
• Program is available in statewide.

• Single-family homes can receive rebates depending on income level: 
  • Less than 80% AMI (100% costs up to $20,000) 
  • Between 80 and 150% AMI (50% costs up to $4,000)

Wisconsin

• Single-family homes and multifamily units can receive rebates depending on income level:
  • Less than 80% AMI (100% costs up to $10,000)
  • Between 80 and 150% AMI (50% costs up to $4,000)
  • Greater than 150% AMI (50% costs up to $3,000)
• Multifamily buildings can receive rebates that cover 100% of project costs up to $10,000 per unit or up to $500,000 for the whole building. 

• Launched in August 2024. 
• Administered through pre-existing program, Focus on Energy.
• $500 rebate for the energy audit provided to eligible households.

Arizona

• Low- and moderate-income single-family homes are eligible for up to $14,000.

• Launched in August 2024.
• Rebates are available statewide through Efficiency Arizona. 
• Rebates for single-family properties, including manufactured homes, are accessible through the qualified contractor network or the retail do-it yourself (DIY) option. 
• Rebates for multifamily properties will be announced in the near future. 

California

• Low- and moderate-income single-family homes and multifamily buildings where at least 50% of occupied units are at or below 150% AMI are eligible for up to $14,000.

• Launched in October 2024.
• Administered through pre-existing program, TECH Clean California.

Colorado

• Income-eligible single-family and manufactured homes can receive rebates through a qualified contractor network or services provided by the Weatherization Assistance Program. 

• Launched in October 2024. 

District of Columbia

• Low-income single-family homes and multifamily buildings where at least 50% of units are low-income are eligible for up to $14,000.

• Launched in November 2024. 
• Administered through pre-existing program, Affordable Home Electrification Program.
• Rebates will only be available to households below 80% AMI until 2027.

Georgia

• Low- and moderate-income homes are eligible for up to $14,000.

Maine

• Low-income owners of manufactured homes and affordable multifamily new construction projects where at least 50% of units are low-income are eligible for up to $14,000.

• Launched in July 2024.
• Implemented by pre-existing program, Efficiency Maine.
• Future phases will expand manufactured home incentives to include moderate-income homeowners.

Michigan

• Low- and moderate-income households are eligible for up to $14,000.

• Launched in October 2024.

New Mexico

• Low-income homes are eligible for up to $14,000.

• Financial and energy coaching services are available to support participating homeowners.

New York

• Low- and moderate-income single-family homes and multifamily buildings of up to four units are eligible for up to $14,000.

• Launched in May 2024.
• Implemented by pre-existing program, EmPower+.
• Homeowners can receive cost-free comprehensive home energy assessments.

• Low- and moderate-income homes are eligible for up to $14,000.

Rhode Island

• Low-income and moderate-income homes are eligible for up to $14,000.
