On July 14, 2026, Massachusetts Governor Maura Healey announced the launch of Build for Mass, a new $75 million revolving loan fund designed to help cities and towns finance critical infrastructure, clean energy, climate resilience, and local economic development projects through low-cost, flexible capital. Administered by MassDevelopment, the program is structured to close funding gaps, accelerate project delivery, and enable municipalities to better leverage federal dollars.
Build for Mass offers two low-interest revolving loan products tailored to municipal needs:
- The General Loan Program, which provides bridge financing for federally supported infrastructure projects, such as neighborhood revitalization, seawalls, and other community improvements.
- The Green Loan Program, which offers bridge financing for municipal clean energy projects eligible for the federal Direct Pay program, enabling cities and towns to access tax credit reimbursements for qualifying projects like battery energy storage and ground-source heat pumps.
Build for Mass is funded through $50 million from the Commonwealth Federal Match and Debt Reduction Fund, which was created through legislation proposed by Governor Healey to strengthen the state’s ability to compete for federal infrastructure funding, and an additional $25 million from the Massachusetts Department of Energy Resources, in partnership with the Executive Office of Environmental Affairs, to support clean energy investments. As loans are repaid, capital will be recycled into new projects, creating a long-term financing tool expected to support multiple rounds of municipal infrastructure investment over the next 10 years. Applications are expected to open later in 2026, with program guidance to be released by MassDevelopment as implementation proceeds.
