On January 22, 2026, Louisiana Governor Jeff Landry announced the Whole-Of-Louisiana Energy Strategy, a statewide comprehensive framework to coordinate energy-related activities across state agencies, local and regional partners, regulators, utilities, and private industry. The strategy is intended to guide long-term energy development while supporting economic growth and investment in the state. 

The Energy Strategy is organized around eight statewide priorities designed to accelerate investment and innovation. The eight priorities are: 

  1. Expand Louisiana’s industrial base and drill, baby, drill; 
  2. Win global investments to grow local communities; 
  3. Accelerate market-driven infrastructure development; 
  4. Deliver strategic energy solutions; 
  5. Align state services with the speed of business;
  6. Strengthen community confidence in major investments; 
  7. Unleash energy innovation; and 
  8. Establish Louisiana as the nation’s industrial power leader. 

Each of the statewide priorities are supported by Regional Opportunity Frameworks that map how each region’s infrastructure, workforce, natural resources, and institutions connect to current and emerging market opportunities. These frameworks are intended to help investors, regional partners, and local stakeholders identify and pursue energy, industrial, and innovation-focused projects more efficiently. 

The Energy Strategy builds on existing initiatives, including the LouisianaEconomic Development’s (LED) 2025 Strategic Plan and 9x90 Workplan, the Louisiana Department of Conservation and Energy’s (C&E) updated organizational structure and strategic framework, and an interagency agreement between LED and C&E on state energy development and planning. It is also linked to Governor Landry’s Louisiana Lightning Speed Executive Order, which aims to improve the speed and coordination of project review and decision-making across state government.
