On December 16, 2025, the New York State Energy Planning Board (Planning Board), chaired by New York State Energy Research and Development Authority (NYSERDA), approved the new State Energy Plan. The Plan was developed following an in-depth, year-long assessment of the state’s current energy systems and projected needs through 2040. It is designed to guide energy-related decision-making and support New York in meeting its energy needs over the next 15 years.
The plan outlines five primary planning goals and corresponding actions:
- Deliver abundant, reliable, resilient, and clean energy through a diverse mix of resources and supply infrastructure, while supporting energy efficiency and load flexibility.
- Ensure affordable energy and equitable benefits for households, with a focus on reducing the upfront costs of efficiency and clean energy choices to lower spending and ease the burden for lower-income households.
- Support economic growth and competitiveness by investing in workforce development, meeting the needs of large energy users, and attracting new industry, including clean energy leaders.
- Strengthen partnerships across New York’s innovation ecosystem to foster economic development, create jobs, and provide greater leverage for State investments.
- Continue progress toward decarbonization and a clean energy economy.
The Planning Board released a Draft Plan for public review in July 2025. Nearly 15,000 written comments were submitted and more than 1,000 people participated in public hearings. Input from New Yorkers, environmental organizations, utilities and energy companies, labor unions, and trade and business organizations underscored the importance of maintaining energy affordability and ensuring an abundant, diverse energy supply.
The Board is required by state law to prepare biennial reports every two years following issuance of the State Energy Plan. These reports will assess progress in implementing the Plan’s recommendations and propose new or amended policies as needed.
