On September 18, 2025, the Connecticut Department of Energy and Environmental Protection (DEEP) approved the 2025-2027 Conservation and Load Management (C&LM) Plan. This three-year plan developed by Connecticut’s utilities outlines their strategies to advance energy efficiency and demand management across the state through establishing program priorities, designs, and customer incentives . These programs and initiatives are offered under the Energize Connecticut brand.
The C&LM programs, funded by Eversource and Avangrid, the state’s electric and natural gas utilities, support energy-efficient updates in homes, businesses, and municipal buildings to help lower energy costs. In 2024, these programs completed more than 29,000 residential weatherization projects and delivered upgrades for over 3,800 businesses. During that year, an investment of $238.9 million generated $408.2 million in lifetime savings for Connecticut participants.
The 2025-2027 C&LM Plan commits $705 million with a goal of achieving $2.35 billion in lifetime savings for residents, municipalities, and businesses. The plan also enhances program transparency and accessibility through an updated Energy Efficiency Dashboard, which will allow stakeholders to track program performance more easily. Residential customers will also receive bill impact analyses to support informed decision-making when considering electrification upgrades.
