On June 17, 2025, Indiana Governor Mike Braun signed Executive Order 25-66, which calls for the development of a State Energy Growth Plan to meet Indiana’s growing energy demand while supporting energy reliability and affordability for its residents. The Executive Order establishes a Strategic Energy Growth Task Force to oversee the State Energy Growth Plan’s development and to plan how the state will meet increasing energy demand needs from data center deployments, manufacturing reshoring, and consumer electrification.
The Task Force will develop a new State Energy Growth Plan to position the state to maintain its current generation while deploying new generation, including nuclear energy; to make the state an energy exporter; and to ensure that energy in the state remains reliable and affordable to enable new economic development. The State Energy Growth Plan will include five-year and 20-year outlooks to ensure that Indiana can address its immediate energy needs while also preparing for future growth. The Task Force created through this Executive Order will identify key historical electricity price drivers and propose actions to keep electricity affordable; streamline agency permitting processes; incentivize large-scale industry to support building new generation; and work with utilities, grid operators, and other key stakeholders to deploy new generation to meet the state’s energy needs under an all-of-the-above energy strategy. The Task Force is required to provide a short report to the Governor by December 31, 2025, and to deliver the full State Energy Growth Plan by May 29, 2026.
Indiana hopes that this comprehensive approach will position the state to meet its short-term electricity demands while laying the groundwork to become a leader in energy production over the long term.
