On July 24, 2025, Governor Dan McKee and the Rhode Island Office of Energy Resources announced that an additional $10 million in Regional Greenhouse Gas Initiative (RGGI) proceeds would be made available for the Clean Heat RI program.
Clean Heat RI is a statewide incentive program that supports households in the transition from oil, propane, or natural gas heating to electric heat pump systems. Low-income households can receive incentives that cover the full cost of eligible projects. Moderate-income households can also participate in the program and receive incentives that cover up to 60 percent of eligible project costs. Eligible energy efficiency upgrades include heat pumps for space heating and cooling, heat pump water heaters, and related electrical upgrades.
The program launched in September 2023 with the support of $25 million in federal funding from the American Rescue Plan Act. As of June 30, 2025, the Clean Heat RI program has distributed $10.4 million to 3,740 households, $3.9 million to 186 commercial projects, and $5.4 million to 158 low-income households.
