In July 2025, the Western States Petroleum Collaborative (WSPC), with an application led by the Oregon Department of Energy on behalf of 11 State Energy Offices across Federal Emergency Management Agency (FEMA) Regions 8, 9, and 10, received approval from FEMA to participate in the 2025–2026 National Exercise Program (NEP). This milestone supports the development of a multi-state functional exercise to test and validate the Western Petroleum Shortage Response Collaborative Regional Framework, which was developed with support from NASEO, National Emergency Managers Association, and the U.S. Department of Energy. The exercise will focus on coordinating response and recovery efforts for a complex petroleum shortage scenario spanning multiple FEMA regions. With no-cost technical assistance from FEMA’s National Exercise Division (NED), WSPC will receive support for exercise design and conduct, planning meetings, documentation, Master Scenario Events List (MSEL) development, and after-action reporting. Acceptance into the 2025–2026 NEP cycle demonstrates the western region’s strong commitment to proactive and coordinated emergency preparedness and response. Planning will begin soon, with the regional exercise scheduled for June 2026.
