Massachusetts Department of Energy Resources Announces $50 Million In “Leading By Example” Energy Incentives

On June 17, 2025, the Healey-Driscoll Administration announced that the Massachusetts Department of Energy Resources (DOER) will steward $50 million in solar and electrification incentives for state entities to reduce energy costs. The funds will be available through three new Leading By Example (LBE) programs, with $25 million from Solar-Decarbonization Grants, $20 million from Decarbonization Implementation Grants, and $5 million from Restoration Grants for Solar PV and Decarbonized Systems.

The administration’s announcement was made at an event to celebrate the completion of a rooftop solar system at the Pioneer Valley Transit Authority’s (PVTA) Bus Operations and Maintenance Facility. Governor Healey spoke on the role of these funds in securing affordable, locally-produced energy for customers across the state: “Our administration wants to bring on new energy sources of all types to lower costs for families and businesses. This funding will help our public colleges and agencies cut their long-term energy costs – just like Pioneer Valley Transit Authority did – which will help them pass these cost savings onto their students and customers. At the same time, we will also bring new, locally-produced energy online.”

The DOER LBE programs will support the construction of solar technology, battery storage, electric vehicle charging, and critical solar/decarbonized system component replacements for new and existing state buildings. The Decarbonization Implementation Grants are expected to launch later this month. Applications for the Solar-Decarbonization Grants and Restoration Grants for Solar PV and Decarbonized Systems will be reviewed and accepted on a rolling basis until all allocated funds are awarded.
