On August 25, 2023, NASEO communicated to the U.S. Department of Energy's Office of State and Community Energy Programs our initial response to the Administrative and Legal Requirements Document for the Inflation Reduction Act of 2022 Home Energy Rebate Programs (ALRD). The ALRD communicates the rules and requirements State and Territory Energy Offices need to follow in the execution of the Home Energy Performance-Based, Whole-House Rebates Program (HOMES) and High-Efficiency Electric Home Rebate Program (HEEHR). NASEO expressed 13 requests for clarifications to aid State and Territory Energy Offices in the development of their program applications. The letter is available here.
