Focus:

  • This session, the latest in a series that began five or six years ago, will focus on examples of substantive, collaborative work taking place between state energy offices and public utility commissions in the mid Atlantic region.  This session can build on a set of proposed talking points prepared for this occasion by the Mid Atlantic state energy office directors.   Featured discussion points can include region-specific examples of work being conducted, or challenges being faced, between state energy offices and public utility commissions within the region (e.g., regional planning, renewable integration, building energy codes, energy assurance, microgrids, natural gas constraints, RTO issues, etc.).

Good Friends on the Worst Days: Electromagnetic Events and Mutual Assistance: A Special Workshop for SEO Officials, Commissioners/Staff and NASEO Only

Focus:

  • Electromagnetic and Geomagnetic events are in the news, and states will want to understand the risk in order to understand what to do about it.  This highly interactive training workshop helps participants explore what electromagnetic and geomagnetic events are, what they mean for utilities, what states can do to be ready even in the event of region-wide and multi-region catastrophes, and the ways we use mutual assistance to recover from the worst disasters.

State Policy and Program Priorities Roundtable
During this roundtable, each State and Territory Energy Office will share the major energy actions, priorities, and issues happening in their respective state/territory.  This update should include both energy issues that are within the State Energy Offices’ purview, as well as those that extend beyond the offices.  The roundtable will give participants the chance to hear from their peers, identify ways they can work together, and elevate areas that NASEO can provide assistance. (Approximately 10 minutes for each state)

Case Study: Building Effective Alternative Fuels Policy and Economic Prosperity
Virginia lawmakers and the Governor’s Office will be considering policies to advance the use of alternative fuel vehicles and refueling infrastructure to meet goals in the 2014 Virginia Energy Plan.

Distributed Resources:  Challenges and Opportunities for Mid Atlantic State Energy Offices
FERC, under the authority of the Federal Power Act, issued Order 745.  This Order attempted to balance supply and demand with DR. The Order has prompted, in the words of one industry pundit, "an epic battle between electricity supply and demand." On May 4, 2015 the United States Supreme Court decided to hear a case on this issue. Where does that leave DR in PJM and PJM States?  What is the current value/capacity of DR in PJM? What can/should States do? Collectively or individually?

U.S. Department of Energy Weatherization and Intergovernmental Program Update
The U.S. Department of Energy's Weatherization and Intergovernmental Program (WIP) oversees the U.S. State Energy Program and Weatherization Assistance Program and provides technical assistance to states in developing energy efficiency and renewable energy projects and programs.  Topics addressed during this session will include WIP priorities, as well as best practices information and lessons learned regarding revolving loan programs and water and wastewater treatment energy efficiency efforts.

Working Together: Relationship Building between State Energy Offices and State Air Directors
When EPA released the Clean Power Plant proposed rule in 2014 many states leveraged connections and relationships between energy offices and air directors to begin planning efforts as they worked to comment on the proposed rule.  This session will provide attendees the opportunity to hear about and discuss examples of how state energy offices and their state air agencies in their region are collaborating on a variety of issues, including, both existing air and water quality rules, as well as pending actions such as 111(d).
