State Policy and Program Priorities Roundtable 
During this roundtable session, each State Energy Office will share major energy policy, program, and priority actions and issues in their state. The items should include energy policy and program actions covered by your office, as well as other state policy and energy market trends that you consider significant. The discussion will help inform your colleagues and facilitate potential coordination among states. An expected outcome will be the identification of specific ways in which peers throughout the region can work together to resolve issues, share best practices, or take advantage of new energy opportunities.

This update session provides the latest on federal energy legislation, regulation, and appropriations. In addition, the session will inform and seek feedback from the states on NASEO’s updated state energy planning guidelines approach and other program activities.

U.S. Department of Energy State Energy Program Update 
This session will focus on activities and priorities of the U.S. Department of Energy’s Office of Weatherization and Intergovernmental Programs and the U.S. State Energy Program.  The update will include plans for FY’17 and will seek State Energy Office input on priorities and needs.

Local governments can play a key role in advancing important energy policy and program priorities, and serve as high-impact partners to State Energy Offices. Speakers in this session will highlight efforts by the City of Chicago to promote cost-effective and sustainable operation of fleets and facilities, as well as a newly forming initiative by NASEO to cultivate stronger partnerships between energy agencies at the state and local level.

Energy Emergency Planning, Mitigation, and Response – State, Federal, and Industry Roles 
In 2016, bipartisan action by Congress directed the U.S. Department of Energy to expand cooperative activities with the states and industry to address energy assurance, including liquid fuels, electricity, natural gas, and interdependent infrastructure. This session will focus on states’ energy assurance planning priorities (including plan updates) and actions to address the growing threat posed by cyber-attacks.

The Shedd Aquarium has developed a multi-year energy reduction strategy through its Master Energy Roadmap. As part of the strategy, the Aquarium is utilizing private and state funds as well as SEP funding (provided through the Illinois Energy and Recycling Office) on projects to advance its commitment to reduce energy consumption.  Officials from the Shedd Aquarium, Illinois Energy and Recycling Office, and PJM Interconnection will lead the tour and make brief remarks.

While there is no formal, joint session and/or discussion with public utility commissioners attending the Mid-America Regulatory Conference (MARC) scheduled as part of the NASEO regional meeting, MARC has invited the State Energy Offices to a breakfast and presentation at the Swissôtel. Sponsored, in part, by the Smart Electric Power Alliance, it will include a presentation entitled “Frameworks for Grid Transformation: Illinois and Other States.”

Transportation Transformation in the Midwest Region 
This session will focus on alternative fuel vehicle (AFV) partnerships in the Midwest, and opportunities for AFV adoption under the Volkswagen Settlement and other funding mechanisms. Participants will hear about best practices from public-private partnerships, and will also learn about the latest technology developments and how states may support AFV adoption.
