Residential and Commercial Property Assessed Clean Energy Programs (R-PACE and C-PACE) are energy financing tools that allow property owners to finance energy improvements though a special assessment placed on their property tax bills. However, many state PACE markets are still relatively nascent, and proper design of PACE programs is integral to allowing for future successes in those markets. PACENation will provide an overview of both C- and R-PACE, how PACE works, and types of PACE programs that have been successful in different states. Texas PACE Authority will discuss the creation and execution of PACE in Texas and the decision to utilize an open-market model in the state. A speaker from California will discuss their program’s experiences with the R-PACE markets and how the program is working to incorporate new state consumer protection laws into its PACE offerings.
