National Security Expert Richard Clarke Offers Views on Cyber Security

National Security and Cyber Expert Richard Clarke spoke to attendees of NASEO’s Energy Policy Outlook Conference on February 4, 2015.  Mr. Clarke delivered a striking description of the “cyber realizations” that have unfolded over the past several years.  Calling the hacking of almost any system possible and noting the increasing use of state-sponsored cyber attack teams, he suggested State Energy Offices were in the ideal position to convene a Cyber Security Dialogue in their states and should bring together, with their governors, the full range of state agencies that have a stake in cyber security and energy infrastructure which extends beyond electricity to include oil, natural gas, and other related infrastructure to discuss options and review gaps. 

NASEO is completing work on profiles of two states’ efforts in the cyber area, and each are utilizing convening approaches similar to those recommended by Mr. Clarke.  For more information, contact Jeff Pillon at jpillon@naseo.org.
